What It Means

Students, educators, and families have a clear, shared understanding of what it will take for students to succeed in the future.

Why It Matters

Strong academic knowledge and skills will always matter. But to thrive in the modern workforce, today's graduates need a more expansive toolkit that includes timeless, transferable skills like communication, problem solving, and critical thinking. States can adopt a “Portrait of a Graduate” or similar readiness framework that integrates academics with these “durable competencies”—the real-world skills that employers demand, families value, and research confirms to be critical for lifelong success.

To meet the criteria for this policy action, states must have identified the core competencies that students should develop before they graduate from high school, as evidenced by adoption of a:


  • Portrait of a Graduate
  • Profile of a Learner
  • Similar College-and-Career Competency (CCR) framework or standards

The National Landscape

32 states and D.C. have identified the competencies graduates need for success after high school. Of these, 19 states and D.C. have adopted a Portrait of a Graduate or Profile of a Learner, while the rest have adopted another type of competency framework.

Kentucky is Leading the Way

Kentucky’s statewide Portrait of a Learner provides a roadmap for districts to develop local portraits and competency-based learning models. Kentucky also publishes guidance with detailed explanations and definitions for each competency, including model indicators and performance outcomes.

North Dakota is Leading the Way

The North Dakota Learning Continuum outlines a progression of competencies, grounded in the state’s academic standards, for students participating in a mastery-based learning model. Districts may award competency-based credit to high school students when they adopt a local mastery framework aligned with the Continuum.
